AI agent vs chatbot: what's the difference?

A chatbot is software that holds a conversation with people, traditionally by following scripts, rules or decision trees to answer questions. An AI agent uses artificial intelligence to pursue a goal: it plans steps, uses connected systems and takes actions, such as processing a return. The main difference is that an AI agent can complete the task.

Also called: chatbot vs AI agent, bot vs agent

The key differences

  • Rules and goals: a traditional chatbot follows predefined paths, while an AI agent works toward a goal and chooses its next step.

  • Answers and actions: a chatbot answers questions, while an AI agent can also act in systems such as the order management system or helpdesk.

  • Single questions and multi-step tasks: an AI agent can carry out a task that needs several steps and lookups.

  • Context: an AI agent keeps track of what has happened in the conversation and the account.

  • Autonomy: an AI agent works with more independence, so it needs guardrails and human oversight.

The line is not always sharp. Many chatbots now use large language models, and IBM notes that the line between chatbots, AI assistants and AI agents is becoming less distinct.

Why the difference matters in customer service

A chatbot that answers wrongly can still create obligations for the business. In Moffatt v. Air Canada (2024), a Canadian tribunal held the airline responsible for incorrect fare advice given by its website chatbot. Customers also want a route to a person: in an August 2026 Gartner survey, 87% of customers said companies using generative AI for service must provide access to a human agent.

Example

A customer asks, "Where's my refund?" A scripted chatbot replies with a link to the refunds policy. An AI agent checks whether the return has reached the warehouse, confirms when the refund will arrive or triggers it under the brand's rules, and hands over to a person if something looks wrong.

AI agents, chatbots and DigitalGenius

DigitalGenius connects to the brand's helpdesk, ecommerce platform and carrier systems, so its AI agent can take actions such as refunds and cancellations. Approved workflows and handover to the team act as guardrails.

FAQ

Is ChatGPT a chatbot or an AI agent?

It started as a chatbot. Since 2025, ChatGPT has also included an agent mode that can take actions, such as browsing and filling in forms, asking permission before consequential steps.

Can a chatbot become an AI agent?

A chatbot moves toward being an AI agent when it is connected to the systems it needs, such as the order and returns systems, and given permission to act within set rules. Integrations are what let it complete tasks.

Are AI agents safe to use for customer service?

They can be, with guardrails. Limit which actions the agent can take, use approved workflows for sensitive actions such as refunds, and give customers a clear route to a person.
